Does anyone know the meaning behind this song? It sounds alot like heroin.

Yes, it is about heroin.  More specifically, it's about Robby's ex-wife's drug addiction.   :(

I was actually thinking of getting a black balloon tattoo on my leg, and on the string of the balloon is the first line to the song...
